Ummmm, you've always had Synaptic as an optional package installer, along with their Software Manager. Both were always included, the Software Manger for those looking for a more convenient front-end, and Synaptic for those who preferred it. You must have been overlooking it mate. :/
One or the other of m machines has always had a version of Mint on it. Hell, the torrent box/file server/etc runs Mint 9 , based on ubuntu 10.04, and hasn't fallen over yet.

Dig into it? Mate, it's on the main menu, right under the Software Manager (listed as Package Manager). Just click on the main Menu button, and it's right there. :p
